Portuguese - the plural of nationality nouns ending in – ese does not have an "-s".
Okay, and how to tell the plural of the singular? A Portuguese man, a Portuguese woman, a Portuguese person/citizen/individual/guy/girl, etc.
So, perhaps it was that "Portuguese textiles should be allowed to be sold in Brazil"? To say that they "should bring" could be ambiguous, as if they were being pioneers and Brazil had no textile industry!
"Portuguese textile firms should be allowed to open factories in Brazil" is another possible context.
