No one says I am a "leaping". We say I was born on a leap year.We don't say a leap day either at least here in the USA.
Some people say "I am a leap year baby" even if they're not a baby anymore.

I never ever knew somebody born in this date, but I think one would say (in Brazil) "eu nasci em 29 de fevereiro" or "eu nasci num ano bissexto". Or still, "eu faço aniversário em 29 de fevereiro." Which is pretty economical indeed, one will throw a birthday party only every 4 years. Ha ha, just kidding around, the birthday would be celebrated the nearest day, having the party in the closest weekend.
