On second thought, Henry, you're wrong about the meaning of "touch-sensitive walls," for instance. The wall doesn't sense anything. Think of a touch-sensitive computer screen. It's not made for blind people. Try again.
And maybe "Tactility is a property of surfaces that provide some information based on being touched."

To me it sounds better this way:

Buildings and sidewalks that are tactile make the visually impaired's life easier. (or)
Buildings and sidewalks that have tactile surfaces make the visually impaired's life easier.

Tactility is a property of surfaces that are sensitive to touch.
Surface is more general than ground.

Another way to say this might be to refer to "touch-sensitive walls, floors, signs, stairs," etc. Even elevator buttons, I guess.
