Along with "ostensible policing" one could say "street patrolling".
Ostensible could have at least two senses, one of "overt operations" with rare, if any, unmarked cars or covert stoagents.
And "ostensible" on the sense of "direct intervention on the places, hotspots etc" where is needed most, or where is demanded by the public to go (to the sites where violence is more susceptible to erupt.) It´s also a way of showing its presence.

The example holds to other types of agencies, the Federal Police, Immigration, etc can do ostensive operations/raids when required to (when necessary).

As you can see, heavy-handed policing has a different meaning. The police are very harsh, disregard the rights of citizens, serve someone but certainly not the public, etc.
