Inglês: the statute of limitations (on the crime) has expired, the debt expires

Em inglês, atos mais craves, como homicídio, não costumam prescrever. Para dizer que um determinado "crime prescreveu", você pode fazer uso de “the statute of limitations on the crime has expired”. De forma resumida, nos EUA, “statute of limitations” é um prazo que se tem para dar andamento a um processo. Não recomendo o uso de “expire” diretamente com "crime", como em “the crime expired”. Em relação à dívidas, sim, “expire” é uma opção direta, por exemplo, “the debt expires”.

Exemplos:
  1. Mr. Berlusconi's lawyer has argued that he is innocent and that in any case the statute of limitations on the crime has expired. [The New York Times]
  2. Crimes don't expire, but you could say "the statute of limitations has expired." That refers to a law that permits prosecution only within a certain amount of time.
  3. A statute of limitations is the deadline for filing a lawsuit. Most lawsuits MUST be filed within a certain amount of time. In general, once the statute of limitations on a case “runs out,” the legal claim is not valid any longer. Some crimes, such as murder, are considered so terrible that they often have no statute of limitations period. [www.courts.ca.gov]
  4. On Monday, REO confirmed that an agreement with Oriental to delay payments until May 2011, when the debt expires.

Muito boa a apresentação de Donay e me permito acrescentar que no Brasil há dois institutos que tratam da perda de direitos: a Prescrição e a Decadência, sendo que a primeira faz o Estado, que é o único que tem o direito de punir, perder o direito de perseguir ou punir o infrator; já na decadência o titular do direito ou a vítima perdem o prazo legal de entrarem com a ação contra o infrator. Quanto a dívida, eu considero que ela não prescreve, o que prescreve é o direito de ser cobrada judicialmente, pois a qualquer tempo se o devedor quiser pagá-la, poderá fazê-lo.

More precisely, the statute of limitations forbids prosecution of a crime after a certain period of time has passed (expired). The statute itself doesn't expire.
But the lawyers who speak that way for convenience know what they mean.

You could also say, accurately, that the statute of limitations proscribes prosecution after the limiting date.

In Brazil the impression is that the just the victims of crimes are the ones that expires...
