Just adding my $0.02. To me, the most efficient translation of Torcedor fanático is simply a "fanatic." Fanatic can be used for just about anything. For example: a football fanatic, a Dallas Cowboys fanatic, a TV fanatic, a movie fanatic etc. Another VERY common expression is a "die-hard fan". I mean no disrespect, but I've never heard of the term "high identified fan".

Não sei se é o que você procura, mas existe o termo "hooligan", que por si só já denota um torcedor fanático e está diretamente ligado a atos de vandalismo.

In the USA they are called "high-identified fans"
In the UK they would say "hooligans", to mean "fanáticos" in the sense of "troublemakers".

É verdade, bem lembrado, Yuri Nunes e Paulo. Eu havia esquecido dessa palavra. Sou fanático por futebol e vejo esse termo ser mencionado direto nos noticiários, jornais, revistas e artigos esportivos que acompanho. Ela se encaixa perfeitamente nesse contexto (no sentido pejorativo).

I think that a fanatic/fanatical supporter is one that is unconditionally in love with the beautiful game, and always enthusiastically supports his team, no matter what division it is in, that is, through thick and thin, rain or shine.
I dont class hooligans, yobs, thugs as genuine real or fanatical football fans. Waste of space! They are more hell-bent in smashing each other up than watching football.
