hot dog vendor is correct. But I suppose you could say "hot dog guy", in a informal way.

Simon, basically "hot dog guy/man" adresses to the person being somewhat related to hotdogs. If you're on a fantasy party and you talk about the "hot dog dude" when there's someone dressed like that, people will think you're talking about him. as an optional, I think you can adress to him just as "the hotdog".
if you wanna be 100% clear about it when telling a story, or so, try this: "you guys are never gonna believe it, but I've seen a man dressed up as a hot-dog in the mall!"
