Here it has just a completive use. That is, it doesn´t need to be translated, it only means that it´s an action that you let the reader know that begins and comes to an end. Sometimes in a crescendo, or declining in intensity (drown out, for example).
So, it´s commom and used with verbs like "print" (print out), cross (cross out), thin (thinned out, for example), drown (drown out a sound), help (help out) etc.
