People often talk about "looking out a window", "looking outside a window" or "looking through a window" if they are observing elements on the outside or watching outside events play out. I suppose "looking at a window" would suggest an examination of the actual structure of the window, as opposed to its view. "Looking in a window" would be construed as looking into the interior of a building from the outside.
