Correção de texto "Certainly the most important"

This essay is about the advances in technology. I chose the internet as the theme.
"Certainly the most important advance in technology in the last century was the Internet, which has been desevolved considerably, lately.(4) The web 2.0 has brought lots of innovations like the interactivity of blogs and now the well-known twitter. The internet is, undoubtedly,(3) the most democratic mean of communication that has ever been created; now, it is up to us to know how to use it in a proactive way that brings(1) benefits to us."
#1. bring or brings
#2. up to us or something more formal. (any suggestions?)
#3. is it right to put commas in here?
#4. is it right to put two adverbs like this?

:As you thought,the use of two adverbs might seem inappropriate because of the repetition.
