a) Here I am thinking in terms of email (so, in very informal ways), to commercial correspondence parlance, try to Google for some fixed expressions, sort of.

b) I assumed you had/have "something/someone'' keeping you from making the purchase/putting the order, maybe you have to consult with the staff/board etc. That is transpired from "se houver um entendimento..." If is not the case, I wouldn´t see the point of getting in touch in such way, unless there was some agreement in progress, then you must have had previous communication with the seller, for sure.
BTW, I must advise that this is a tentatively answer/comment, there´s plenty of room for improvement, and improvement I expect!
