Your reasoning is a bit flawed.
If people are on social networks but should their contact list be comprised of English-speaking people they would be communicating in English.
Granted, the time spent on the Internet, social networks or any entertainment channel would "eat" studying time. How come?
It´s because people "divert" (desviam) attention from their studies, but I am not going to say that while you are watching a Netflix documentary (for illustration´s sake here) you can´t build your vocab. It´s up to the viewer.
Right now you have just reached an English edu-sharing website to practice the language and clarify your doubts, and it´s using Portuguese!
Time is money, and at the end of the day, people put the money where their mouths are. That´s why many people that go abroad end up learning a bit, because of the experience, the emotion involved.
Technology per se doesn´t change much, many people have all the gadgets in their home and spend the day playing games. Not that entertainment is bad, just that it shouldn´t work as a diversion. Don´t make confusion with "diversão".
