Exercício: Questão de prova de concurso

Estou resolvendo algumas questões de provas de concursos e estou com dúvida de interpretação na questão abaixo:

Segue o pedaço do texto para interpretação (não coloquei o texto todo porque é muito extenso).

"Many projects include risk assessment and risk mangement as a key part of planning process and expect the plan to identify specific risk areas. The plan is expected to quantify both probability of failure and consequences of failure and to describe what will be done to cotain development risk."

Questão Marcar Verdadeira ou False:

"In a lot of projects, it is hoped that the plan should be able to spot specific risky areas"

O gabarito oficial informa que essa frase é Falsa. Eu não consigo entender porque que é falsa.
Alguem tem alguma dica?

Perhaps it´s based on a close comparison of the meanings of "to expect" and "to hope."

"To expect" implies an exigency, an essential condition.

"To hope" implies a much vaguer "to wish" for something. The use of "should be able" carries this idea even further.

Does that make sense?

Concordo com a sugestão do Henry,no trecho usa-se "expect" e na questão "hope" que é menos enfático em se tratando de gestão e avaliação de riscos. Eu particularmente não concordo com este sistema de avaliação que acaba levando o aluno a se distanciar dos estudos, vejo pessoas reclamarem com frequência.

Donay, I´m not really sure if this qualifies as a false cognate, but it seems close. Whenever my boss said "I expect that this will be done," you took it at your own peril the interpretation that it was a mere wish, or even something he thought desirable but optional.

Maybe you will do a "False Cognate?" dealing with ESPERAR, EXPECTATIVA, WISH, WAIT, AND EXPECT.

I do remember some evil teacher asking me a question I couldn´t answer. There would be silence.
"I´m waiting," he´d say.
It was terrifying.

Yes, even those who know English well tend to get confused once in a while. Actually,I´ve never seen a clear explanation in this case. Instinct helps more than rules.
