Eu diria "People are saying there's a party next weekend" ou "People said..." Presente simples aqui me pareceu estranho.

Rick is saying he'll go home - ok
Rick says: "I'll go home" - ok
Rick said he'd go home - ok
Rick says he'll go home - :?

Então, eu não estranhei essa frase não, levando em conta o seguinte:
"As pessoas dizem que tem uma festa no próximo fim de semana", no nosso próprio português essa frase se diferencia de "as pessoas disseram que tem uma festa no próximo fim de semana" (dá ideia de que disseram e morreu o assunto, disseram uma vez só e pronto) já a primeira da ideia de que disseram e continuam dizendo, tipo a festa não foi desmarcada, ainda vai acontecer, continua no planejamento.

Rick is saying he'll go home - ok - ele está dizendo nesse exato momento que vai pra casa
Rick says: "I'll go home" - ok - papo de MSN, rs. Ok também, ele diz "vou pra casa"
Rick said he'd go home - ok - ele disse que iria para casa; da ideia de que ele pode não querer mais ir
Rick says he'll go home - :? - Rock diz que vai pra casa. Exemplo: ele passou o dia na minha casa e diz que vai pra casa dele mais tarde ou amanhã, um complemento com advérbio de tempo nessa frase daria mais sentido a ela e acho que mataria a sua dúvida. "Rick says he'll go home at 8:00 pm", ele diz que vai e esse é o planejado, se nada acontecer para impedí-lo ele irá para casa.
