A gun head is someone that is fan, someone that thinks of guns and shooting sports. That is, someone that is 'into' guns.

Cut off- there would mean something like per Collin's definition:
To cut someone or something off means to separate them from things that they are normally connected with.
I would translate in this specific case as "dispensar".

O cara que entende de armas, gosta de armas, que é conhecedor de armas, um cara que é fissurado nisso, um combatente... Agora Mulan quer 'prescindir' dos seus serviços, ou seja mandar ele embora do batalhão, unidade ou grupo em que ele estava, mandá-lo pra casa.
Uma outra possibilidade seria não de mandar pra casa, mas colocá-lo em outra unidade ou grupo, 'longe da ação', aí o contexto que vai dizer.
