What is the right way: "fix the dinner" or "fix dinner"? Is there any grammar rule which explains the use of it?

This wouldn't be grammar. It's usage. They're both used. Here's a simplistic example:
A specific event:
It's time to fix the dinner.
It's time to get ready for the party.
A generic, recurring event:
It's time to fix dinner.
It's time to get ready to party.
A specific event:
It's time to fix the dinner.
It's time to get ready for the party.
A generic, recurring event:
It's time to fix dinner.
It's time to get ready to party.
Como disse o Henry, o artigo "the" costuma falar de algo específico, em um determinado momento, dia, etc. Não usar "the" implica em algo geral, que sempre acontece.
