Ambos são advérbios e, portanto, irão complementar um verbo / adjetivo. Veja:
Ex.:
"Hardly" = pobremente, escarsamente, mau (no sentido de quase não).
"Hardly ever" = denota frequência: muito raro.
Exemplos:

"We hardly ever go to concerts."
