Have you sure: Está correto?

A forma correta é mesmo "Are you sure?"."Sure" neste caso não é substantivo,o que torna inviável o uso de "have".

I am sure.(Eu tenho certeza.)
He is sure.(Ele tem certeza.)

Não, por dois motivos.

a)
Qdo vc quer perguntar pra alguém se essa pessoa tem alguma coisa, vc deve usar o verbo haver no infinitivo, com o auxiliar do tempo verbal usado:

Você tem irmãos? = Do you have siblings?

b) "certeza" em português é um substantivo. Por isso a possibilidade de "termos certeza". Em inglês, não existe um substantivo equivalente. "Sure" é um adjetivo, equivalente ao nosso "Estou certo de que ele virá" = "I'm sure he'll come". Por isso a necessidade de se utilizar verbo to be (indicando um estado/condição) em vez de have (possessão).

Like Flavia said, 'certeza' is a noun and 'sure' is not. The literal translation of 'certeza' is 'certainty' but we do not say "Do you have certainty?" I mean, I don't think it's wrong to say, but it sounds clumsy and awkward.

Pode falar, "are you certain?" com o mesmo significado de "are you sure?"' mas nos dois, "certain" e "sure" são adjetivos.

In some contexts you can, normally with the use of the word "that". And, generally there is something (comment, information etc) that comes before that, or afterwards.

said in one breath (I mean, the three isolated words "are you certain"?), is said to ask about a statement just made.
