Gostaria de saber dos especialistas aqui se eu poderia usar sem medo "I’ve get the picture." I’ve got the picture" para dizer que entendi o recado.
EX:
If we tell you to stand outside in the rain, you have to do that, too. Get the picture?

Poderia usar neste caso usar também "I understand" ?

Você pode dizer "I get the picture". Não é correto usar ('ve) neste caso.
''I've got the picture'' é uma opção mais BrE. A meu ver, "I get the picture" é bem mais comum e natural.

"To get the picture" é usado nos EUA. É inglês informal.
