SPEAK OFF não é um verbo frasal, por assim dizer. Certamente, isto deve ter sido extraído de algum parágrafo, onde o verbo SPEAK não se conecta com a preposição OFF (que poderá fazer sentido com a palavra imediatamente posterior, formando uma expressão).
Vi isso num filme, no qual duas pessoas estão conversando numa mesa e uma delas fala “Speaking off, how is your life?”

When you are talking about something and one word or subject comes up, then you 'grab' the expression or word just mentioned and suddenly make it the main topic of the conversation. Or at least for awhile.

Character A says - "Wow, times flies! Christmas is just around the corner!"

Character B takes "Christmas" as a cue to push him/her into buying a gift:
"Speaking of Christmas, I don't know about you but I would be so happy if somebody would give me a BMW car!"

Then character A goes on "speaking of end-of-year budget, let's check out these cheap Christmas gifts that won't break the bank." :-)

Usually, speaking of (something) as in "Speaking of Christmas, ..." can be interchangeable with "speaking of that, ...".

In an imagination exercise let's say someone had said - for instance -"this is how life works", then the other person would say "speaking of life, how is your life going?"

Off with 'off' (nada de OFF. Mas sim "of"). If "speaking of" had come up before I would had chimed in earlier.
