Olá, estava lendo uma reportagem da Economist hoje e não consegui entender a seguinte o que significa "out of" no seguinte excerto:

"Out of" here is with the meaning of "because/the reason why", in Portuguese we could translate into "por conta de/por uma questão de..."
In our case here:
