Past perfect é o mesmo que pretérito perfeito composto?

No, they aren´t one and the same at all.

First of all, the English reasoning is different to pretty much everything, if we try to "transpose/transplant" the grammar from L1 to L2 we will be in hot waters!

Second, your question doubles into two, in the title you ask "past perfect = pretérito perfeito composto?", then on the body of it "Past Perfect "=Pretérito Perfeito?"

Well, they are close in sense and usage.
There are "intersections" on the reasoning that may, for example, make the "pretérito mais-que-perfeito" be closer to a certain degree, to the "past perfect" in some examples. Namely, the fact of an event having happened before other in the past and the use of auxiliar verbs.
So, very close but it would be safer to study case by case, example by example. English can be puzzling and have subtle minutes in it. One of them, is that an event can be used in two verb tenses when the same event can´t be in Portuguese.
But this is another discussion altogheter..
