Plebiscito x Referendo: Distintas traduções?

Em português existe uma diferença entre plebiscito e referendo, assim como também existem palavras diferentes em inglês: "plebiscite" e "referendum". Entretanto, uma manchete de um jornal britânico dizia: "Dilma Rousseff proposes referendum on political reform". Eu queria entender, então, por que usar a palavra "referendum", se a presidenta referia-se a um plebiscito.

O plebiscito é a convocação dos eleitores do país a aprovar ou rejeitar questões relevantes antes da existência de lei ou do ato administrativo. Assim, a população diz se quer ou não que ele seja aprovado.
Quem propõe? A competência para propor é do Congresso quando se tratar de questões de relevância nacional.
O referendo também é uma consulta popular, mas ele é convocado depois que o ato já foi aprovado, cabendo ao povo ratificar ou rejeitar a proposta.
