Posso usar "to it" em começo de frase?
Gostaria de saber se por exemplo a frase "To it you were made" estaria errada.

I wouldn´t do it.
More natural would be "it is custom made to you/it´s done to you/it was made to you etc...
Or still, "you are made to + a verb...(you are made to win/to suffer etc).
In the way you asked, it´s not natural (I would even daresay, not possible.)

Entendo . Imaginei que na frase por exemplo "you gotta belong to it " , o "to it " pudesse vir tambem no começo . Nao tinha idéia que fosse errado apenas estrannho . Obrigado
You gotta belong to it.
It´s possible, in certain contexts, one example of it meaning "você tem que pertencer/fazer parte dele..." for example, referring to a club, a group, a clique, an association etc. Informal way, I must say.

Na série "Person of Interest" existe um Supercomputador com inteligência artificial e as frases:
"The machine spies on all of us and to it all of us are irrelevant"
Cheers!

Suponho que isso somente seja válido em construções poéticas, mas é altamente incomum no dia a dia e incorreto do ponto de vista formal.
