Para mim, "brand new" não se refere a "avançado", que é o principal sentido de "state-of-the-art"."Brand new" está relacionado a "novo em folha", "ainda não envelhecido pelo uso constante."

In some context "brand-new" (not "brand new", though) would mean state-of-the-art.
We could say that not everything brand-new is state-of-the-art, but almost every time something state-of-the-art is brand-new, sort of.

There's a "state-of-the-art/latest" entry/meaning to "brand-new" in a Thesaurus dictionary.
