Poderia ficar assim:

Xinhua, so proclaimed the state-run news agency. Ou:

Xinhua, the state-run news agency so proclaimed.

So proclaimed the state-run news agency, Xinhua.
Is right as it is. In a way, you can think it as "or so proclaimed..."
Meaning that the information is from Xinhua, the author of the text/piece of news or somebody else is only passing on the information as it comes.
It means the author of the item seeks impartiality, he/she only delivers the news.
