QUANDO O USO É NECESSÁRIO

Quando That for um pronome demonstrativo, cujos significados são esse, essa, aquele, aquela, aquilo. Lembrando que estes significados serão definidos pelo contexto (uma frase, uma situação, etc).
  • Who is that boy? [Quem é aquele menino?]
  • I prefer that book. [Eu prefiro aquele livro. / Eu prefiro esse livro.]
  • I like that girl over there. [Eu gosto daquela garota lá.]
  • What's that? [O que é isso?]
  • Pay attention! Do the exercise like that. [Preste atenção faça o exercício assim (dessa maneira).]
  • That's a nice dress. [Esse é um vestido legal. / Aquele é um vestido legal.]
  • That's exactly what I think. [Isso é exatamente o que eu penso.]
  • You quit? Why did you do that? [Você desistiu? Por que fez isso?]
Quando That for o pronome relativo (que), usado antes de verbos e advérbios, não é possível omitir.
  • Please wash the glass that is on the table. [Por favor, lave o copo que está sobre a mesa.]
  • She's the teacher that has a pink car. [Ela é a professora que tem um carro rosa.]
  • He's a person that quickly causes change or action. [Ele é uma pessoa que rapidamente causa mudança ou ação.]
  • I have a friend that hardly knows his mother. [Eu tenho um amigo que mal conhece a mãe.]
QUANDO VOCÊ PODE OMITIR 'THAT'

Quando That for uma conjunção, usada com verbos como learn (that), discover (that), find out (that), know (that), feel (that), think (that), say (that), believe (that), tell (that), realize (that). Além disso, é possível omitir that em expressões como It's possible (that), I'm glad (that), the fact (that) e be sure (that). Vale ressaltar que essa omissão é mais comum em linguagem coloquial.
  • I think you're cool. / I think that you're cool. [Eu acho que você é legal.]
  • I'm sure you will win. / I'm sure that you will win. [Eu tenho certeza de que você vai vencer.]
  • I know you're here. / I know that you're here. [Eu sei que você está aqui.]
  • I believe she's lying. / I believe that she's lying. [Eu acredito que ela está mentindo.]
  • The fact he's older than me is not relevant. / The fact that he's older than me is not relevant. [O fato de ele ser mais velho do que eu não é relevante.]
  • I'm glad you came. / I'm glad that you came. [Estou feliz que você tenha vindo.]
Você também não precisa usar That quando ele estiver entre um substantivo e um pronome pessoal, nome de uma pessoa ou outro substantivo. Observe.
  • She is a woman that I saw there. [Ela é uma mulher que eu vi lá.]
  • She is a woman I saw there. [Ela é uma mulher que eu vi lá.]
  • This is the dog that John likes. [Este é o cachorro que o John gosta.]
  • This is the dog John likes. [Este é o cachorro que o John gosta.]
  • These are the things that she likes the most. [Estas são as coisas que ela mais gosta.]
  • These are the things she likes the most. [Estas são as coisas que ela mais gosta.]
  • The man that I treated is fine now. [O homem que eu atendi está bem agora.]
  • The man I treated is fine now. [O homem que eu atendi está bem agora.]
  • I found the bone that the dog hid. [Eu encontrei o osso que o cachorro escondeu.]
  • I found the bone the dog hid. [Eu encontrei o osso que o cachorro escondeu.]
  • He is the most important person that I know. [Ele é a pessoa mais importante que eu conheço.]
  • He is the most important person I know. [Ele é a pessoa mais importante que eu conheço.]
Então, em resumo você pode observar, por exemplo, que That está entre:

- woman que é substantivo e I que é pronome pessoal;
- dog que é substantivo e John que é o nome de uma pessoa;
- things que é substantivo e she que é pronome pessoal;
- bone que é substantivo e dog que é outro substantivo;
- the most important person (onde person é substantivo) e I, que é pronome pessoal.

Por esse motivo, That pode ser retirado da frase.

O "that" é obrigatório apenas quando:
(a) ocupa o lugar de sujeito.
(b) é seguido de um advérbio.

Exemplos:

(a) I am looking for a book that is easy to read.

(b) She said that under no circumstances would she allow us to skip the meeting

I think the following way is easy to understand when to use THAT or not:

1- YOU CAN omit THAT when it is before a personal pronoun:
Eg. I saw the sofa you bought yesterday. ( Eu vi o sofá que você comprou ontem.)
2- DO NOT omit THAT when it is before a verb or an adverb:
Eg. Please, take the books THAT are on the shelf. ( Por favor, pegue os livros que estão na prateleira.)
I have a radio THAT hardly works. ( Eu tenho um rádio que dificilmente funciona.)
