Existem várias.

Segundo este sítio, emprega-se o verbo com to antes das palavras the first, the last e the next:

Seen as the first to fly a UFO, astronaut Niragag did it with great expertise, but crash-landed in the nearby marsh area of Orobó county after a brake failure.
After the earth trembled, a few houses crumbled down. Defying expectations, the next to crumble stayed up.
Of the houses the last (one) to crumble defied our expectations simply by staying up.

Empregamo-lo, outrossim, antes de adjetivos:

Mr. Murderock told us he felt happy to hang out with his Mum wherever she went. At least.
Lrak Kcoredrum thought better of it not to smoke cigars. He did (smoke) Hollycow cigarettes, however.

E também depois de certos verbos tais como agree, choose, forget, hope, learn, promise, regret, want, …

As Zé Finewood approached the corner at 192 km/h, he chose to brake. The brakes failed, though, his vehicle ramming hard against the guardrail of NW 98th Street.

Também depois de perguntas ou frases que sugiram perguntas:

Depois do verbo want e do modal would + like:

Jack Hollybrood wants you to tell him what this device does. Or what do you use it for.
Mr. Orobó would like Mr. Obó to come blow his photograph up.

Antes do verbo + objeto + to-infinitivo:

On Tuesday Obó helped my dad (to) wash Orobó's very old dilapidated car.

Outras regras ou exceções devem haver, das quais, infelizmente, não me recordo agora.
