About is a preposition, an adverb and also an adjective.
Regarding on time or any other event, we use about as a preposition or an adverb to enphasize something is near / close to happen.
It is used with a number or quantity as a synonyme of approximately; almost; nearly.
Examples:
(1) I spent about twenty minutes reading the wrong manual until JoAnn tactfully pointed out the mistake.
Eu levei quase vinte minutos lendo o manual errado até JoAnn apontar o erro gentilmente.
(2) The budget allocated to Western branch has been reduced almost three-fold.
O orçamento atribuído à filial no Ocidente foi reduzido a quase um terço.

"It´s about two thirty." (São duas e meia.) [Em português pode se pensar na noção de que são duas e meia sem necessariamente ser uma "hora em ponto". Para horas "cheias" e digamos "precisamente duas horas/exatamente cinco horas/seis em ponto" aí usaria o´clock.
