Reach out x Reach: Qual a diferença

Existe alguma diferença nas frases " I tried to reach out to you " e " I tried to reach you " no sentido de que eu tentei ligar para você.

To reach out to somebody
(phrasal verb)

1. To try to communicate with a person or a group of people, usually in order to help or involve them.
Tentar comunicar-se com uma pessoa ou um grupo, geralmente para ajudar ou envolvê-los.

The new mayor is reaching out to the local community to involve them in his plans for the city.
O novo prefeito está tentando reunir a comunidade local para envolvê-los em seus planos para a cidade.

2. To offer help and support to someone.
Oferecer ajuda ou suporte a alguém.

She set up her charity to reach out to the thousands of homeless on the streets.
Ela criou uma instituição de caridade para ajudar os milhares de desabrigados nas ruas.

I tried to reach out to you.
A) Eu tentei te dar apoio / suporte.
B) Eu tentei entrar em contato contigo. (me aproximar para dar apoio).
