"A heck of a ..." passa uma ideia de intensidade maior, já que não significa excelência somente, mas uma surpreendente excelência. Idioms, comumente, têm esse efeito.

A surprisingly good person or thing:

"Great" soa bem mais comportado e acaba empalidecendo frente ao "...a heck of...".
No entanto, cabe ressaltar que o uso de "a heck of..." é originário do inglês americano.

They sometimes (to avoid ruffling the feathers of someone of the audience) use euphemistic words. This way they avoid the straight use of the word "hell" (even meaning a good thing/trait/job etc).

A heck of a writer - same as an extremely good writer/an excellent writer.
A helluva job - A 'hell of a job" "he did a helluva job" (ele fez um excelente trabalho).

This use is more slangy/informal/colloquial way of speaking.
They have that habit of making some words take the opposite meaning; “So we did awfully well. That’s being competitive for a minute.” You can hear the grin. (então - mandamos bem pra...peep peepl!/mandamos muito bem.)
