Hello there!
Alguém saberia me dizer o significado de "call over"?
Ex: When you are at Customs in an airport, a Customs officer may call you over and ask you to open your luggage for inspection.

Uma observação: poderíamos ter resumido tanto a frase quanto a tradução.
Na segunda frase, fica-se subentendido que esse oficial / funcionário já trabalha na alfândega. Além disso, se ele chamar você, certamente irá pedir algo.

>> Quando estiver na alfândega em um aeroporto, um (oficial / funcionário) aduaneiro pode chamar você e pedir-lhe para abrir a sua bagagem para inspeção.

>> Quando estiver na alfândega em um aeroporto, um oficial / funcionário pode chamar você (em particular) para abrir sua bagagem para inspeção.

Definition: To ask one to come to a particular place.
Definição: Chamar alguém até um lugar em particular.

Call over, most of the time gives an imagery of the other person having to move from the place he/she is to get to the place the 'caller' is. That is, the person has to come across the place, the room, etc.
In Portuguese it could be the imagery of "chamar" and "convidar/chamar (no sentido de "dizer vem cá/venha até aqui). Ricardo Bernardi has pointed that out previously.

-...o agente da alfândega pode lhe "chamar" (ou seja, "convidá-lo" a abir a bagagem pra inspeção. (o "chamar" involvendo ir até algum lugar, sugere movimento)

It also suggests some 'hierarchy' if you are called over, it hints you won't (or can't) decline the 'invitation', one action on you part is necessary.

"If you are called over to speak to someone in a group of people who are sitting down and the conversation appears to be ongoing, ask if you can sit down."
