It tracks cellphones more accuratelly, since it is a system that uses a device that emulates a cellphone tower, then triangulation gets easier and more accurate.
It can then collect hardware numbers associated with the cellphone and more information as well. It can ping it even if the owner is not making a call.
Information about the system is considered sensitive.
