Exemplo: (to driving) Antes do verbo seguido de ing, to. Why?

Porque como regra usamos verbos após preposições com -ING para dar sentido de infinitivo.
No seu exemplo "from" e "to" são as preposições "de (origem)" e "para (destino)".
Não se trata da paratícula do infinitivo "to", mas de uma preposição.
Exemplos de infinitivo com preposições:
She is thinking about studyING English.
They are afraid of findING more terrorists in France.
