Obviamente, tratando os EUA como um país, deve-se usar "The United States is".

A dica do Donay está corretíssima. Porém é bom lembrar que em algumas situações podemos usar o are também, essa escolha vai depender da interpretação de cada um. Se no nosso entendimento "United States" é uma unidade podemos usar o is (conforme você citou), ex:
