Os dois poderao ser usados depedendo do complemento da frase.
Ex) There have to better ways to fight poverty. ( Deve haver jeitos melhores de lutar contra a pobreza). Repare que ''ways'' esta no plural, portanto usa se there have to be.
Ex) There has to be a way-out. ( deve haver uma saida.). ''way -out'' no singular.
Ex) There has to be a God. ( Deve haver um Deus). Mesmo caso da segunda.
