Minha duvida é : There is three block from here ou There are three block from here. Qual é a forma correta?

Outro exemplo : There is one just three block from here, or There are one just three block from here.

"There is three block from here" não faz sentido.

O correto é: It's three blocks from here.

It is just three blocks from here.

O forma plural do verbo tem que concordar com o sujeito, acho que é essa sua dúvida. Exemplos:

The church is three blocks from here.

The shopping and the supermarket are three blocks from here.

The headquarters are three blocks from here.
