Não há uma regra. As duas formas são corretas. Na minha opinião, a mais comum é "to + infinitivo". Há quem diga que "for + ING" é um pouco mais formal.

1. I bought the notebook for studying.
2. I bought the notebook for studying English.
3. I bought the notebook to study.
4. I bought the notebook to study English.
As quatro formas estão corretas. Porém, prefira as "3" e "4".
Em caso de dúvida, use o infinitivo.
Exemplo onde "verbo + ING" não deve ser usado.
The man crossed the road to get to the other side.
Não diga: The man crossed the road for getting to the other side.
Ao agradecer, use "for + ING":
Thank you for lending me the money.

You'd best use "information" in the singular. Rarely will you see it used in the plural.
"Thank you for the information" (sometimes shortened to "info").
"Thank you for the information" (sometimes shortened to "info").
