Eu pesquisei mais, e vi esse site, ele explica que apesar de não ser gramaticalmente correto, é comum usar em algumas situações.

Wanted usamos para nos referir ao passado, would para nos referir ao futuro (próximo).

Onde você viu essa frase? Se a pessoa falou (ou escreveu) se referindo ao que ia falar em seguida, simplesmente usou a forma verbal errada. Talvez alguém que confundiu "Hoje, eu queria falar" com "Today, I wanted to talk".
