Seems like the TOEIC is geared towards people into business that are going to study abroad. So, in essence it wouldn´t be intended to people that think of immigration, unless it´s their company that sent them to study.
It´s also accepted by multinational companies as a proof of English communication skills (required by some - or many of them). And yes, it´s a test of one´s both your business savvy and your English knowledge (bussiness terminology along with situations of real life in English).
