I'm rusty because I haven't spoken English for a long time. --> Eu estou enferrujado porque não falo inglês há muito tempo.

2- to seize up/to be stiff (físicamente) = estar enferrujado
e.g.:

b) My legs are stiff/my legs have seized up. (j'ai les jambes rouillés)(tenho as pernas enferrujadas)

You will find that "I am getting rusty" is a little more common than "I am rusty." Why? I have no idea.
