Já vi algumas postagens aqui sobre isso, mas nada que explique de forma clara.
Gostaria de saber como utilizar o "There have been" e o "There has been"

E por que o "there"?

"There have been" e "there has been" são estruturas no present perfect. Derivadas do "there to be" (there is/are). Trata-se de algo que há/ocorre (há algum tempo) ou de algo que houve/ocorreu (recentemente). Confira exemplos de uso:

There have been more and more accidents in São Paulo.
Tem havido/ocorrido/acontecido cada vez mais acidentes em São Paulo.

There have been a lot of discoveries for thousands of years on earth.
Tem havido/ocorrido/acontecido muitas descobertas há milhares de anos na terra.

There has been a small glitch.
Houve/ocorreu/aconteceu um pequeno erro técnico.

There has been a power outage and the building is closed until further notice. “No kidding! What happened?” Gary asked. “Well, it seems that a squirrel climbed..." [Google - Canada]

Primeiramente:

There have been (plural)
There has been(singular)

O there da o sentido de '' haver'' ou ''existir'' quando voce o juntar com o vebo to be nessa caso e there has been sua traduçao ficaria tem havido.

Voce usa there have been quando o acontecimento em si e mais importante quando o fato, situaçaao, problema aconteceu.
resumindo o essencial e saber o que houve e nao o quando.

Ex: There has been a tremendous growth in car sales.
Ex: Tem havido um tremendo crescimento na venda de carros.

Ex: There has been an accident. I hope no one is hurt.

Só não entendi por que não usar apenas o present perfect ao inves do "There have/has been?

Hi Gapmax! Complementando a informação do Mr. Donay Mendonça,

I learned there to be as impersonal "verbos impessoais" because there's no subject. You're not focusing on the subject.
Using the Perfect Tenses usually we write nouns, pronouns, and so on to indicate a subject. When we use there + to be (in perfect tenses) the idea of impersonal is the same we can see with there to be (simple present).
Maybe is easier to understand that way.

There is a man or there are some men...is literally "há um homem, ou há homens (you see in Portuguese this is not plural - the verb I mean), other translation "ocorre/existe", like Mr. D. Mendonça also explained.

Just to share the way I learned.
Se possível, gostaria de exemplos utilizando "there has been" e "there have been" com outros verbos.

Como assim? Normalmente o 'There's been' é seguido de um artigo, substantivo ou quantifier.

"There's been many fires in that forest"
"There's been a large number of people trying to get a job here "
"There have been cellphones sold for a very low price lately"

Realmente foi como você apontou, notei agora que "there has been" e "there have been" não são seguidos por outro verbo, pois trata-se da construção "tem havido" ou "tem ocorrido". Obrigado.

Mas, por gentileza Estudante ou outro amigo do fórum, como eu diria nas situações abaixo utilizando "there has" ou "there have" ?

1. Nos últimos dias ocorreram muitas dúvidas sobre impeachment no Brasil.
2. Nos próximos dias ocorrerão muitas dúvidas sobre impeachment no Brasil.
Acho que querem saber quando usar there have been e quando usar there has been.
Falando sobre algo no singular usa-se there has been. Falando sobre algo no plural usa-se there have been. Pq?

The man has a big problem.
The men have a big problem.

Por causa disso.

1. These days there have been many questions about impeachment in Brazil.
2. In the next days there will have been many questions about impeachment in Brazil.

Donay, eu fiquei um pouco confusa com a sua resposta porque sempre procuro prestar mais atenção ao present perfect do que a qualquer outro tempo.
Eu, erroneamente, costumava traduzir o present perfect como algo que tem acontecido, quando na verdade, é algo que "aconteceu" (só não sabemos quando. Para o que "tem acontecido", há a o present perfect continuous.
Daí surgiram dúvidas: Será que o Donay não quis dizer "houve"? Ou será que o there to be não se submete ao Present Perfect Continuous nem ao Past Perfect Continuous?
Parece confuso mas seria, no mínimo, bem estranho se não se submetesse (apesar de eu nunca ter visto nessas duas formas)! =P

Não poderia ser, por exemplo:
"Tem havido problemas desde que eu me mudei pra casa a onde eu moro." = "There have been being problems since I..." ?
E
"Tinha havido problemas desde que eu me mudei pra casa a onde eu moro." = "There had been being preoblems since I..." ?

Aí ficaria:

Present Tense
There are = Há como em "I live in New York."

Simple Past
There were = Houve/Havia como em "I lived in New York in 1994.

Past Continuous
There were being = Estava havendo como em "I was living in New York when I met him.

Present Perfect
There have been = Houve/Havia (só não sabemos quando) como em "I have lived in New York for 10 years."
Past Perfect
There had been = Tinha havido como em "I had lived in New York for 10 years."

Past Perfect Continuous
There had been being = Estava havendo como em "I had been living in New York since 1994.

Present Perfect Continuous
There have been being = Tem havido como em "I have been living in New York since 1994."

Já que em inglês não se pode dizer "I live here since 1994" e nem "I have lived here since 1994, uma vez que a forma correta é "I have been linving here since 1994." eu gostaria de saber se a mesma regra não se aplica a there to be. =P
Mari: o present perfect pode ser traduzido pelo passado simples ou pelo composto: dependerá de cada situação e de cada intenção. Se for uma situação repetida, pode usar o composto, ou não - There have been accidents here = Houve acidentes aqui - Tem havido acidentes aqui. A segunda opção enfatiza a repetição, a primeira foca nos fatos em si.
