Interessante; hoje eu aprendi a frase: I'm off to bed. (vou deitar). Essa estrutura também funciona para " I'm off to work" (vou trabalhar). I'm off to the movies (vou ao cinema) etc?
Se diz quando alguém vai de um lugar para outro; entendendo lugar como um outro ambiente; casa p/ trabalho; ou ir para cama; ou ir para outro país?

Está correto, você pode dizer "I am off to somewhere", sendo somewhere qualquer lugar.
Você pode até usar apenas "I am off" no sentido de "Vou embora", "estou saindo"

I am heading off to work = I am off to work.
Em alguns casos é mais natural usar um ou outro.
Por exemplo:
Where is ana?
She headed off to work. (eu sei que ela saiu, e foi para o trabalho), nesse caso poderia traduzir como: Ela estava se dirigindo ao trabalho.
She was off to work. (eu sei que ela estava pronta para ir ao trabalho, não tenho certeza se ela saiu.) Nesse caso poderia traduzir como: Ela estava saindo para o trabalho.

Heading off has more leeway to it [1] than "off to (somewhere)".To depart for some destination: She's heading off to New York City next week. He headed off for the mountains for his annual vacation.
