Em um diploma de graduação temos a frase "tendo em vista a colação de grau do Curso Superior de Tecnologia em Análise de Sistemas..."

Como poderíamos verter isso para o inglês?

When it comes to diplomas/certificates, chances are that they express that achievement by something like:
"...in recognition of the completion of the course of study [name of the graduate student] has been admitted to the Degree Bachelor of Computer Programming & System Analysis... And is entitled to...

Give uncle Google a stab and take a look at some diploma templates and see.

Neste caso, nós podemos utilizar duas frases.

In view of = Tendo em vista
Having in mind = Tendo em mente

Acredito que possa ser algo do tipo:

"In view of the graduation ceremony in higher education's System Analysis Tecnology..."

To be admitted to that degree would mean that one has studied at undergraduate level (higher education - "curso superior").
