Não conhecia a expressão hot off the heels e pesquisando encontrei poucas referências para ela. No entanto encontrei muitas referências para sua outra versão: hot on the heels, que pode ser traduzida como "no encalço de alguém" e "ele está na sua cola".

  • Hot on the heels of someone é literal, você está seguindo de perto fisicamente alguém.
  • Hot off the heels of something é figurativo/temporal, descreve uma atividade ocorrendo imediatamente após a atividade anterior.
Acredito que essa definição se encaixa bem nos exemplos que encontrei, ou seja, todos eles falam de um evento que ocorreu depois do primeiro evento citado inicialmente. Minha humilde tradução:

É por aí mesmo! Também pode ser mais literal:

A polícia está chegando (perto), tá quase pegando ele...
A polícia está no encalço dele...
A polícia está chegando perto (ou "chegando nele", gíria do sudeste...)
A polícia está em cima dele (na perseguição)...

Mas basicamente - e quase sempre - é no sentido que você acertadamente deduziu. Um evento que aconte logo após outro, "na sequencia de (do primeiro evento)...

É uma expressão que meio que denota surpresa, ou que o autor (da sentença) está ligeiramente surpreendido.
Tipo, poderia ser surpresa, mas na verdade não é muito não (no caso da Melania, da declaração fiscal, etc). Mas talvez não no caso do Poker Central (e outros).
É interessante como "o que não é dito" as vezes conta! As entrelinhas, o contexto! É por isso que, por vezes, o tradutor é um traidor...
A cultura, o saber local do país "gets in the way" (se mete no caminho/atrapalha). :-)

Nesse caso o hot foi ocultado e a preposicao usada foi on, e ao meu ver, de acordo com o contexto, a expressao quer dizer "Logo após".
