Ex. A organização do tricolor causa certo ciúme nos coirmãos paulistas.

Encontrei: Confrere, cosibling, affiliate, member, etc mas para time de futebol está estranho.

I would go for "...teams of the Sao Paulo fellow (Brazilian) state".

Is England’s football team in the same league as those of fellow European countries like Germany, Italy, Spain, Portugal, and France, or is it overrated?

Fellow as in "confreres":

And, of course we could talk about "...provoking/motivating jealousy in the teams of Sao Paulo." OR still "provoking jealousy in their Sao Paulo counterparts." (say in a more "in written form", say in a newspaper item or something like that - because of the "counterpart".)

Fellow league team.

São Paulo team's organization is the envy of the other state league's fellow teams.
