Porq a frase "He who believed, and having been baptized, will be saved" é traduzida toda no futuro: "quem crer e for batizado será salvo" quando apenas o verbo principal da sentença tá no futuro (will be saved) ?

It comes down to ancient literature ways, and to a language characteristic (English included) that you "talk now - with the thinking in the future/as if you are in the future".
But there are other versions that put "believes" and "baptized" in the present. Perhaps because the comtemporary reader was having this very difficulty you are having.
