Both can be interchangeable.
Other than that, "a place from where" sometimes is used to mention a physical place (a city, for instance) and it can also be more specific in kind, I mean, you 'name' that place.
A place from which could be used for more abstract ideas, or in definitions/explanations as well, (general) locations, etc.
Example:
Which of the following is not a place from which people draw their water?
Rain
Underground
Oceans and seas.
Soil
Ref. toppr
