Without time ou no time?

Without time seria "sem tempo" e no time seria "nenhum tempo"?

I don´t know what context you mean, but "lacking time" would do.

No time would be a proper word in other contexts:
Single mom, no time to chitchat.
Mãe solteira sem tempo para papo-furado.

Right now, there's no time.
Neste momento, não há tempo.

There's no time for that now.
Não há tempo para isso agora.

I have no time for those who demand coordination when it suits them and who then reject it and advocate national sovereignty when it suits them better.
Não vou perder tempo com as pessoas que exigem coordenação quando lhes dá jeito e a rejeitam e defendem a soberania nacional

There was also no time for a technology assessment or for a study on the impact on the internal market.
Também não se procedeu a uma avaliação tecnológica nem a um estudo do impacto no mercado interno.

As you see, it can be translated in many different ways, it would be necessary to assess the situation in which is used.
