Time allotted - Tradução em português

"Never visit a literary man, an artist, any man whose profession allows him to remain at home, at the hours when he is engaged in the pursuit of his profession. The fact that you know he is at home is nothing; he will not care to receive visits during the time allotted to his daily work"

Yes, I agree with you. English, in fact any language has its subtleties (nuances).

The use of care in a negative way is tricky indeed, hence people get puzzled by it. You are in good company.

However, if you listen to native speakers, you will hear people saying “I could care less,” and you will know from the context and tone of voice that they mean they are not at all interested or concerned.

As you see, it´s curious as sometimes they use "care" in the opposite sense!

Finally, there are also those senses of "not care" meaning - dislike be antagonistic toward something; hate:
Don´t like
Disapprove
Abominate
Mind
Not appreciate
Object to
Despise
Shun

Etc... So it is exactly what one does when a visit appears unannounced or otherwise at somebody´s office at his time scheduled to work!
So, the expression is still contemporary, kind of. ;-)

During the time allotted to his daily work.
Durante o tempo designado para seu trabalho diario.

Designado, atribuído, separado, dedicado.

Ou simplesmente "durante sua hora de trabalho".
Mas isto não estaria errado já que ele está falando para não incomodar a pessoa justamente neste tempo?

The intended meaning with he "will not care to receive visits" is "he doesn´t like/he doesn´t want". If he "cares" he likes, he wants.
It was said in indirect ways.

On the other hand, if it was "he doesn´t like it if you visit him during the time allotted to his daily work" would be plain English.

Anyway, this one really throws a curve to the reader, leaves room to ambiguity. That´s why they have a "Plain English Campaign" around, but this is writers
